Released Audio Provides Insight into Discrimination Allegations

In an email sent today, Loveland City Manager Jim Thompson shared audio of a December 2024 meeting between Loveland Police Chief Tim Doran and the Police Citizen Advisory Board (PCAB). The partial audio of the meeting (audio available top of this article) was released following accusations of violated open meeting laws.

Excerpt from Meeting Audio

The audio clearly captures Doran comparing himself to Garner, saying:

“Karen Garner was a defining moment for LPD (Loveland Police Department). And one could argue that LPD did not handle it well. So, this… What the City is doing, is the same thing: I’m Karen Garner. They’re not handling it very well.” - Loveland Police Chief Tim Doran, December 2 2024 (quote from recording of PCAB Meeting which is alleged to have violated open meeting laws.

On Friday night, in response to hearing the audio, former City Councilor, Troy Krenning, said that it is “indisputable that the Chief violated open meetings law,” and called for Doran to be be removed from his position as Loveland’s Chief of Police.

Krenning, who resigned from his Ward 1 seat in January, is representing Ward 3 Councilor Erin Black in the harassment case.

“I think he should be terminated. He violated open meeting laws, and it appears he did so to denigrate and generate animosity for a sitting City Councilor,” said Krenning in an interview.

After listening to the audio recording, Loveland Mayor Jacki Marsh said, “I would caution anyone from comparing themselves to Karen Garner… She was a defenseless senior female with dementia who was subjected to abuse and cruelty by people who were charged to serve and protect.”

“It was made worse by laughter back at the police station,” Mayor Marsh added, referring to the recordings made after Garner was arrested, and while she was still in a holding cell without medical care.

“There is no comparison.”
