What Really Happened? The March 20th Conversation Between Chief Doran and Councilor Black
Recording Depicts a Marked Departure from Leaked Investigative Report

As we continue to learn more about the dueling allegations between Loveland Police Chief Tim Doran and Ward 3 City Councilor Erin Black, there appear to be many angles worthy of further investigation and reporting.
In the meantime, as we did on November 17th, we are releasing information provided to us in its entirety to allow you to come to your own conclusions.
The video imagery has been blurred to protect the identity of those attending, and not altered in any other way. The primary voices you will hear are Councilor Black and Chief Doran.
Why are we sharing this?
“… Councilor Black stated that she does not trust Chief Doran due to his faith at the March 20th event…”
At the crux of the allegations is this quote (above) from the independent investigation by a third party that was engaged to determine whether Councilor Black, “engaged in anti-religious discrimination during interactions with Loveland Police Chief Tim Doran earlier this year.” Allegations that Black violated the charter are also being investigated.
That report was provided anonymously to the Loveland Reporter-Herald according their article published November 15th. The full report has been leaked elsewhere since. Below is an excerpt.
“Accordingly, this letter further substantiates the finding that Councilor Black stated that she does not trust Chief Doran due to his faith at the March 20th event…” - Excerpt from a Report by Peter Doherty. At this time The Loveland Voice does not have access to that full report.*
Councilor Black’s legal rebuttal, released by The Loveland Voice on November 18th, along with the Internal Affairs (IA) report in question, addressed the interaction this way: a few witnesses indicated” that Councilwoman Black stated that “as a man of faith, we will never trust you.”
